Kira Municipality GKMA- UDP 2023/23- 2026/27 Quarterly review meeting

Kira Municipal leadership has convened its quarterly engagement aiming at reviewing the the progress of the GKMA-UDP implementation for the first quarter of the iproject implementing year 2024/2025on an event held at Matter Wood Hotel in Kyaliwajjala.

Engaged have been Municipal Councilors, Division Council Executives and Committee Chairperson, all LC chairpersons along Batch 1B affected areas, Office of the RDC, Members of the Development Forum and project consultants.

Opening the session His Worship Julius Mutebi the Municipal Mayor apologized to the participants for the delay in the physical implementation of the project and assured them that everything possible is being done to see that the desired goals get achieved within the contract time. “On signing of the contract everyone expected to see contraction kicking off there and then but given the funder’s terms and conditions there was supposed to be Supervising Consultant and Environment and Social Safeguard Consultant without whom no construction could take place and the process of their sourcing took time thus delaying the project” he said adding that, having contracted M/S UB Consulting Engineers Limited as Supervising Consultant and M/S Ardent Services International Limited for environment and social safeguard the contractor has assured that is going to do his best to complete the task before the contract agreed time and for the meantime he will do forward maintenance in order to keep the road motorable as the overhaul construction goes on.

    

Progressive status as of quarter 1 2024/25

With objectives such as improving the Institutional Capacity in the Greater Kampala Metropolitan Area (GKMA) for Metropolitan coordination and management, increasing access to improved infrastructure and services, enhancing improved Mobility and accessibility in GKMA, fostering Resilience and Environmental sustainability in the region, creating workspaces and employment opportunities for the unemployed youth, women and economic clusters and enhance the Capacity of the MoKCC&MA and implementing Entities for improved service delivery the program focus has been and is on Institutional Strengthening  Grant (ISG), Metropolitan Development Grant (MDG) the program has addressed areas such as Personnel skilling, Workplace modernisation (retooling), supply of equipment, provision of e- services, training of staff and stakeholders,  Bankable project proposals, Partners in planning, stakeholder engagements and project execution,  monitoring and, Mobility accessibility and connectivity, Climate change and environmental resilience and Job creation:- markets, workspaces, parks, artisanal skilling centers.

In pillar 1which is Mobility and Accessibility Contract signing for the construction of 9.3Kms (Mbogo, Bishop Cyprian and Kungu-Bivanju Roads) was done between the Municipality and the contractor - Chongqing International Construction Corporation (CICO, flagging off of the  GKMA UDP for the nine (9) implementing entities at Kira Municipality Playground on the 10th of September 2024, Contract signing for the Supervising Consultant for the construction of 9.3Kms (Mbogo, Bishop Cyprian and Kungu-Bivanju Roads) - M/S UB Consulting Engineers Limited, and Environment Supervising Consultant, M/S Ardent Services International Limited for environment and social safeguard. With support from National Planning Authority, the designing of Kira - Kito – Nsasa and Busibante Roads is ongoing.

Under pillar 2 which is Resilience and Environment, Terms of Reference for consultancies to be carried out in Quarter 2 in the Functional Areas of Urban Resilience and Climate Change / Disaster Risk Management, State of Environment Report, and Solid Waste Management Strategy have been Developed, environment and Social Screening for batch 1b) new projects, Community mobilization and awareness creation / sensitization on urban resilience, disaster risk, solid waste management and climate change concerns and Sensitization of Municipal Councilors is scheduled for 28th October 2024, while other engagements are as per schedule to be distributed.

Under pillar focusing on Job Creation Terms of Reference for Consultancy Services to undertake Economic Mapping and produce an Investment Profile for Kira Municipality have been developed, Consultancy Services to undertake concept development for conducting Trade Exhibition in Kira Municipality and Stakeholder engagements with the stakeholders of Kireka Main Market to pave way for Designing Consultants

Under Institutional Strengthening which is pillar 4 Stakeholders engagement meetings at the following levels; Division Councils of Namugongo and Bweyogerere, Village/Cell Level through which the following roads traverse; Kamuli-Naalya-Bethany Road and Bweyogerere Bbuto roads, Kira – Kito roads, Kikonko Namanve, Eden Road, Princess Road, Quarterly MDF Meeting, one meeting of Kira MDF Executive Committee, Internal and Mock annual performance assessments for FY2024/25 and Training of Grievance Redress Committee members have been conducted.

In the same way, dissemination of GKMA Integrated Urban Master Plan among stakeholders who included the Municipal Council, Division LC 111 Chairmen, selected Division Councilors and selected L.C1 Chairpersons, joint meetings with KCCA and Mukono Municipal Council for joint planning to ensure uniformity of road designs, enrollment of 5 Staff for Post Graduate Programmes, quarterly review meeting for key stakeholders (His Worship the Mayor, Executive committee members, the Division Chairpersons LC111, Municipal Councilors, MDF members, Selected Division Councilors, Selected Chairmen LC1 and the technical teams), monitoring of batch 1a) and 1b) roads by stakeholders to be done on 28th, 29th & 30th October 2024, quarterly meeting and Inspection for Environment and Natural Resources Committee and MDF Thematic Working Group members due for 16th – 17th October 2024 and, Trade license validation exercise in Namugongo Division is ongoing.

Engineer James Jolobo the Municipal Executive Engineer informed participants that funds for construction are available put priority is to be given to roads with the required connectivity and width and so he urged all stake holders to convince land owners along the corridors to provide the required right of the way for the projects to be effected.

 

Chairman Nkalubo Ronald Bulega of Namugongo Division cautioned politicians to be very careful with the political climate; “some of us are loved or disliked because of the political affiliation and to those who love us we are given attention and whatever we say is taken seriously and the reverse is true where we’re disliked. Despite the fact that developmental issues are never political in this campaign for the right of the way better we apply all the possible tricks that can enable us attain the required outputs in the shortest time possible” said Mutebi. #
